Job Function
Manage and monitor the daily benefit and insurance processes. Implement collective bargaining unit agreements related to benefits and insurance. Interpret provisions of provider contracts, applicable laws and regulations, and collective bargaining agreements. Document and initiate improvements in procedures for benefits and insurance transactions to improve service to employees.
Job Responsibilities
Manage all operations related to benefits, including open enrollment, informational meetings, and calculation of premium rates.
Supervise and train staff responsible for benefits.
Provide onboarding of benefits to employees
Implementation of college wide wellness plan
Monitor Disability, FMLA and related leaves.
Responsible for the Tuition Reimbursement Program and Bargaining Unit Reimbursement programs.
Provide advice and counsel to employees regarding benefits.
Perform cost analysis for union contract negotiations, for benefits and wage review
Maintain spreadsheets/run BI reports for costing of employee benefits and insurances.
Provides day-to-day benefits support and administration, assists with benefit plan design and vendor management.
Analyzes benefits and compensation data and compiles reports, documentation and other materials needed for collective bargaining negotiations
Read and interpret relevant contracts, laws, regulations, and bargaining agreements.
Establish and improve communication with employees regarding benefits and insurance programs; updating the staff portal and transparency site
Review and audit processes necessary for implementation of bargaining unit contracts.
Assure that necessary and appropriate documentation is available to support all transactions.
Analyze and problem solve technical issues, work with College computer staff and outside vendors to maintain working systems.
Work in conjunction with Payroll to process bi-weekly payroll and required reports and related payments.
Oversee the processing workers’ compensation claims and reporting
Attend unemployment hearings and review and approve unemployment request
Compile requested reports and information for collective bargaining and other special committees (i.e., health coalition).
Attend meetings as appropriate, including participation in related professional organizations
Participate in cross-functional teams and undertake special projects of moderate complexity
Perform other duties as assigned.
SUPERVISION RECEIVED: Director of Human Resources
Education
Bachelor’s degree from an accredited institution in Human Resources, Business Administration, or a related field.
Preliminary Qualifications
Three years or more professional experience in Human resources with Benefits and Insurance experience.
Preferred Qualifications
SHRM-CP or other Human Resources Certification preferred;
Knowledge, Skills and Abilities
Ability to comprehend and apply contractual and regulatory language. Knowledge of computer-based record keeping, including software applications (e.g. word processing, spreadsheets, database, powerpoint). Familiarity with systems analysis appropriate to the job. Computational skill. Analytical ability. Computer literacy. Strong understanding of health and benefit regulations and processes.
Work Hours 40 hour work week, some nights and weekend to accomodate special projects.

Salary $74,000 - $88,000 (2022 salary range)
