POSITION TITLE: Business Manager
JOB GOAL: To efficiently organize sound financial and purchasing practices and to effectively communicate information to administration, staff and member school districts.
REPORT TO: NW BOCES Executive Director Salaried Position: $67,000 - $76,000 Starting range
ESSENTIAL DUTIES AND RESPONSIBILITIES Conduct general bookkeeping procedures. Prepare and update a general ledger, general journal and disbursement journal, as well as keep revenues and expenses by account. Maintain books and budgets on all federal funds and NW BOCES programs. Report these figures monthly to program directors and Executive Director. Reconciliation of monthly bank statements. Process accounts payable and accounts receivable as needed. Prepare annual financial statements for the NW BOCES Board and Colorado Department of Education. Prepare and submit financial data, and Human Resource data reports for the Colorado Department of Education, including electronic data transfers. Prepare assessments to districts and invoices for all service contracts and programs. Work with NW BOCES Directors in preparation of NW BOCES annual budget and revisions for NW BOCES Board approval. Monitors and appraises Executive Director and Board of budget. Maintain transparency documentation on website. Transmit financial data to the Colorado Department of Education and prepare annual audit reports. In charge of tracking grants and requisition of funds from funding sources, as well as all banking transactions. Invests NW BOCES funds according to legal guidelines. Responsible for effectively maintaining account integrity as new programs are added and new grants received and formulate reporting policies as necessary. Help coordinate NW BOCES purchasing procedures, monitors purchase ledger and encumbrance file. Work with Federal Programs, NW BOCES Directors and staff on end-of-year reporting. Assist in preparing audit work-papers as necessary and assist staff from independent auditing firm, Colorado Department of Education and other agencies in the performance of their audit function. Attend as necessary all SAC and NW BOCES Board of Directors meetings. Attend finance meetings conducted by the Colorado Department of Education and other appropriate groups. In charge of PERA, health insurance, service contracts and insurance policies. Maintain the personnel records, prepare annual W-2’s and 1099-MISC forms. Monthly payroll of full-time and part-time employees. Monthly deposit of federal withholding taxes, state withholding taxes, PERA reporting and other employee benefits. Responsible for quarterly reporting of Federal 941, Unemployment and Workers Compensation reports. Other duties as assigned for the fulfillment of the role of Business Manager.
QUALIFICATIONS: Bachelor’s degree in accounting or finance preferred. 5 years accounting experience preferred. Payroll experience preferred. Experience with educational accounting preferred.
