SUPERVISION: Reports to the SRHA Board of Commissioners.
Job Summary: Under the Supervision of the Standing Rock Housing (SRHA) Board of Commissioners and is responsible for the daily Management and Operations. SRHA manages over eight hundred units and administers Rehabilitation and Construction programs for the units within the boundaries of the Standing Rock Reservation. SRHA has approximately thirty-five (35) employees. The Executive Director exercises control of the administrative and operational functions of the Housing. This top-level position involves a broad range of activities, including grant applications, budget management, resource development, personnel supervision, and oversight of construction, rehabilitation, maintenance, and ensures that all activities conform to Federal, Tribal and Board requirements. Also, the Executive Director is the Housing Contracting Officer and executes documents on his/her behalf. The applicant must have experience in Indian Housing Management. Duties: Required to attend the following meetings: Employee, SRHA Board of Commissioners, Tribal Council, and other necessary meetings. Prepares & provides Agenda, Information, Financial reports for the Board meetings, and other reports for the Standing Rock Sioux Tribal Council and Housing and Urban Development. Maintains all Official SRHA Records, Bank Accounts, Business Transactions, Assets, Liabilities, Receipts, Deposits, and Disbursements. Provides all budgetary & oversight tasks. Approves program expenditures. Maintains compliance with NAHASDA Low Rent and Tax Credits and other Federal Agencies. Identifies all funding sources and eligibility requirements from the public & private sources. Prepares long and short-term planning of future projects and ensures plan completion. Serves as a liaison between the Housing and various government agencies, Tribal Council, Tribal Departments, NAIHC, ONAP, and other Indian Housing agencies. Represents the Housing in all Operations, Public Relations, and Management. Analyzes all operating costs and makes future projections. Reviews all audit reports, program monitoring, management reviews, closes any findings. Conducts the Housing’s Procurement, Disposition, Bid Preparation, Analysis and Board recommendations. Supervises personnel to ensure all tasks are complete in a timely manner and have the tools & materials to perform quality performance, training, oversight of personnel evaluations, leave balances, comp. time, overtime, job descriptions, and solicitation of legal advice as needed and In Compliance with the Davis Bacon Act. Terminates Contract breaches by Contractors and or tenants and authorizes Court Action or settlements. Performs all other duties as assigned by the SRHA Board of Commissioners. Job Knowledge, Skills, & Abilities: Must have knowledge of the Indian Housing Program. Must have the following skills in working under the direction of the Standing Rock Housing Authority Board of Commissioners: Professionalism, Positive Attitude, Management, and Productivity. Must have knowledge in Federal, State, Laws, and Regulations for Indian Housing including: NAHASDA, LIHTC, LOCCS GASB 34, GAAP, FINANCIAL, PROCUREMENT, CONTRACTS, ENVIRONMENTAL COMPLIANCE, AND MANAGEMENT IN A PROFESSIONAL MANNER. Must have strong math skills especially in Budgets, Grants, Accounting, Insurance Programs, Planning, Maintenance, Development, and Housing, New Construction and Rehabilitation. Must have skills in Organization, Supervision, Interpersonal and Maintaining Professional & Positive Relations with all Personnel, Tenants, Tribal, Federal, and State. Must have the ability to provide written/oral reports and presentations to the Standing Rock Housing Authority Board of Commissioners and the Standing Rock Sioux Tribal Council as required. Must have the ability to work in a high stress environment, with multiple tasks, meeting deadlines in a professional manner with confidentiality.
QUALIFICATIONS: Bachelor’s degree in business administration. Must be efficient in Computers, Spread Sheets, Word/Excel, and various other software. Must be Bondable and able to pass a high-level Background Check. Must be able to travel and attend training as required and all other duties as assigned. Must have a valid Driver’s License and be insurable by the SRHA Vehicle Insurance Company. Must be Alcohol and Drug Free.
