Provost and Vice Chancellor for Academic Affairs
The University of Arkansas at Pine Bluff (www.UAPB.edu) is accepting applications for the position of Provost and Vice Chancellor for Academic Affairs (Provost/VCAA). Appointed by and reporting to the Chancellor, the Provost/VCAA serves as a member of the Executive Cabinet and is responsible for the strategic leadership of all academic programs and activities of the University.
General Function:
The Provost and Vice Chancellor for Academic Affairs is charged with providing administrative leadership throughout the University in planning and developing academic programs; improving and maintaining quality curricula; reviewing and approving recommendations for employment, promotion, tenure, and retention of faculty; establishing and administering procedures for evaluating academic programs and for evaluating administrative officers under direct supervision; enforcing academic policies; and coordinating academic programming with budget planning and preparation. Direct reports to the Provost/VCAA: Academic administrative personnel, including the Provost/VCAA Office Staff and Administrators, Deans for the School of Arts and Sciences; School of Business and Management; School of Agriculture, Fisheries, and Human Sciences; School of Education; University College; Graduate Programs and Continuing Education; and the Directors for Watson Memorial Library; Office of Academic Records/Registrar; Division of Military Science; and the Office of Assessment.
Duties and Responsibilities:

Provide leadership to the Division of Academic Affairs.

Serve as a member of the University’s senior administrative team, the Executive Cabinet, through participation and contributions to regular Cabinet meetings and other senior leadership activities.

Supervise through the deans, directors, and department chairs, all academic units at both the undergraduate and graduate levels.

Supervise through directors all academic services including the library, advising, registration, and faculty development.

Coordinate academic programming and planning, including supervision of curriculum design and program evaluation, budget planning and preparation;

Work with administrators and faculty to strategically grow the number of undergraduate and graduate programs and students.

Academic credentials to include an earned terminal doctoral degree from a recognized regionally accredited institution;

Proven leadership experience in a public higher education institution with demonstrated administrative success;

A distinguished record in teaching, research, and service that merits appointment as a tenured professor;

Experience with instructing, advising and/or employing both undergraduate and graduate students.

Strong fiscal management skills and experience allocating and re-allocating limited resources to fulfill the priorities of the strategic plan.

A practical and intellectual commitment to higher education; a thorough understanding of the academic priorities of an institution with wide-ranging programs and well-focused priorities.

Ability to mentor deans, directors and department chairs in management, budgeting, and cultivating successful external relationships.

Foster collegiality and coordinate with faculty/staff officers the interaction and communication between the faculty/staff and administration.

In accordance with the University and Board of Trustees’ policies, make recommendations for all full-time faculty and academic administrative staff appointments and make recommendations to the Chancellor concerning faculty promotion, tenure, and reappointment.

Provide annual performance reviews of Deans and other direct reports, and encourage delegation and empowerment, where appropriate, across the academic community.

Work with the Chancellor and Vice Chancellor of Finance and Administration in monitoring the annual operating budget of all academic areas of the University and make recommendations for the annual budget for the Division of Academic Affairs.

Foster and develop opportunities for student engagement by increasing experiential learning through emphasis on internships, co-operative education, study abroad, and research.

Work with the Chancellor and Vice Chancellor for Research, Innovation, and Economic Development on the appropriate degree of prioritization of faculty/staff job responsibilities for research and grant writing to fund upgraded facilities, grow high-demand graduate programs, and help both undergraduate and graduate students by identifying funding sources for competitive assistantships, research stipends, and other support mechanisms.

Serve as liaison with all accrediting agencies to ensure that the required quality standards are maintained, with special focus on accreditation requirements regarding the assessment of student learning.

Serve as an ex-officio member of all faculty committees, with the exception of the Concerns & Liaisons, Admission/Retention, and Graduate Studies committees.

Prepare and submit annual and periodic reports as needed and requested by the Arkansas Department of Higher Education; annual reports for Academic Affairs for submission to the Chancellor; Faculty/Staff Handbook (with the assistance of the UAPB Senate and other committees); the University catalogs and other publications.

Represent the University on appropriate community, state, regional and national boards/councils; and represent the University at local, state and national meetings;

Serve as the administrative liaison to the Academic Affairs Committee of the Board of Trustees.

Represents the Chief Executive Officer of the University in of absence or disability of the Chancellor.

Other responsibilities as assigned. An understanding and appreciation of the University’s history and mission—and can move the institution forward through expanding academic program offerings and fostering a culture of academic excellence consistent with the goals of the university’s strategic plan.

The University of Arkansas at Pine Bluff (UAPB) is a state land-grant institution with historically black colleges and universities (HBCU) heritage. It was founded in 1873 and is the second oldest public institution of higher education in Arkansas, one of only two with a land-grant mission, and state’s only public historically black college or university.
